Overall Purpose of Job

To be responsible for the management and maintenance of all electrical street furniture on the Public Highway including the design and delivery of street lighting schemes and services within the Responsive Maintenance and Street Lighting Team (part of the Highways & Traffic Group), in an effective and efficient manner to deliver best value and ensure continuous improvements.

To work with a team of professional and technical staff including directly employed, staff, agency, in-house services and external consultants and contractors.

To supervise and manage the delivery of a £17m street lighting programme of replacement and upgrade of all Council owned electrical street furniture and the maintenance contract to ensure that Public Lighting Service is efficient and effective

Job Context

The post-holder reports to the Principal Officer (Asset Management) within the responsive Maintenance and Street Lighting services.
The post-holder is expected to deputise for the Principal Officer when required, ensuring no loss of service to internal or external clients.
The post holder will manage energy resources, expenditure and budgets related to electrical street furniture on the Public Highway and other designted areas of the Borough and shall be sufficiently qualified, experienced and competent to undertake the design of street lighting schemes.
The post-holder is responsible for the design, development and implementation of street lighting schemes including investigation, feasibility, consultation, obtaining approvals and consents as required, detailed design , preparing contract documents and project management of projects on site and budgetary control
The post-holder has the responsibility for management of project budgets for both Council and externally funded projects, including approval of interim applications and final accounting 'of projects and revenue accounts.
The post holder will have responsibility of management and maintenance of road signs across the Borough, including non illuminated signs on the Public Highway and other designated areas.
The post holder will be responsible for the design, contract administration, funding, implementation and management of Festive Lighting at various locations across the Borough - in particular for the Christmas/New Year periods.
The post holder will ensure that all information within the post holders realm of responsibility is updated and maintained on the Council's Mayrise asset management system (or any replacement system).
The post-holder will have a thorough understanding of the standard highway contracts and specifications commonly used in the industry.
The post-holder needs to have experience in contract management, including dealing with contractual claims.
The post-holder, needs to have experience and general understanding of risk management, Healthy and Safety and CDM Regulations, and their application in the delivery of construction projects.
