Summary



About the Position:Serve as the District Information Technology (IT)

Chief responsible for providing expert technical IT and analytical advice

and guidance to the District Commander and staff, Division Commander and

staff, ACE-IT Director and staff, Office of the Chief Information Officer

(OCIO) and staff plus major subordinate commands/separate reporting

activities.



Responsibilities

o Perform long-range planning and provide technical direction and

coordination for design projects assigned to the district

headquarters, subordinate field sites, and project locations;

o Provide methods for effective coordination of the various elements

of the projects and programs

o Provide expert advice, plan staffing needs, and request recruitment

assistance;

o Develop supplemental technical and procedural documents, required

for effective guidance and control of USACE information systems,

networks, and programs;

o Ensure compliance with, and enforcement of, policies and rules

governing management information requirements;

o Prepare cost estimates and computer hardware requirements in the

relation to the design and redesign efforts

o Develop and operate adequate internal control systems for the

effective and efficient management of government resources.

o Develop and present technical briefings for customer requirements;

o Conduct studies and reviews of existing new or modified systems for

incorporation into efforts.

This is a temporary promotion/reassignment/change to lower grade and can

In order to qualify, you must meet the experience requirements described

below. Experience refers to paid and unpaid experience, including

volunteer work done through National Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional; philanthropic;

religious; spiritual; community; student; social). You will receive

credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes

1) conducting studies to determine information management/ information

technology (IM/IT) requirements for computer software and hardware

design; AND 2) developing new or modified IT system plans and policies;

AND 3) conducting IT testing, inspecting and reviewing for program

development; AND 4) presenting technical reports or briefings for IT

software/hardware design. All experience areas shall additionally

demonstrate each of the following competencies: 1) Attention to Detail,

2) Customer Service, 3) Oral Communication, and 4) Problem Solving. This

definition of specialized experience is typical of work performed at the

next lower grade/level position in the federal service (GS-13).



You will be evaluated on the basis of your level of competency in the

following areas:

o Information Technology Life Cycle Management

o Information Technology Policy and Planning

o Infrastructure Design

o Oral Communication

o Planning and Evaluating



Time in Grade Requirement: Applicants who have held a General Schedule

(GS) position within the last 52 weeks must have 52 weeks of Federal

service at the next lower grade or equivalent (GS-13).

experience in order to qualify. For this job, you must meet the

qualification requirement using experience alone - no substitution of

education for experience is permitted.
