Our local authority client based in Essex are urgently seeking an Assistant Surveyor Building Services. Applicants must havee experience surveying Commercial and Corporate buildings (Not Housing) within local government.


To provide assistance to the Team Manager - Building Management, regarding matters relating to the operational management of contractors. Including site audits and contractor audits to review performance in relation to quality and value for money and ensure follow up actions are implemented.

To deliver a programme of work as directed by the Team Manager - Buildings Management and to achieve the most economical use of resources, to meet time and quality requirements and to achieve completion of the programme

To provide assistance to the Team Manager - Buildings Management and Principal Surveyor (Compliance) in the implementation of maintenance programmes in conformance with levels of service currently authorised. Ensure that a comprehensive recording system is maintained including programmes of work and budget forecasting/ monitoring and that all works are undertaken in accordance within the set timeframe and within budget.

To provide assistance to the Team Manager - Buildings Management and Principal Surveyor (Compliance) to carry out building surveying functions in respect of non-housing Council-owned premises or in respect of land and buildings in which the Council has a temporary or permanent interest.

To assist and support the design and monitoring of improvements, conversions or extensions to existing buildings

To investigate requests for routine maintenance and minor works schemes and take appropriate action to ensure the proper planning and monitoring of such requests to ensure satisfactory completion.

Assist the Team Manager - Buildings Management and the Principal Surveyor, Compliance in actively managing the contracts in place to ensure that the repairs and maintenance are undertaken as required and within budget.

Where works are required outside the scope of existing contracts to identify appropriate contractors and/or suppliers and, after consultation with the Team Manager, negotiate prices and terms and, if satisfactory, commit the work to the selected supplier and/or contractor. During this process the appropriate financial regulations and standing orders must be complied with. s necessary research and support the preparation of detailed specifications of work to be done, costing and estimates of work value, designs, drawings and other documentation in support of the specifications

To make preliminary site visits as necessary to ensure that contractors and/or suppliers are fully aware of the work to be done and the quality of performance required. Where necessary assist the renegotiation of prices and terms.
To monitor progress and quality of work in hand, making site visits when required. Refer any visual events or significant variations from specification to the Team Manager. Raise Variations Orders as necessary.

To carry out completion inspections and raise any necessary documentation including defect reports. Validate accounts and prepare certificates for payment; ensure that financial regulations are complied with in this respect.
Where work is subject to tender, assist the Team Manager, Buildings Management and Principal Surveyor (Compliance) to ensure that contracts are awarded in accordance with the Council's Procurement Policy, achieve best value and that contracts are effectively managed and monitored.
When required, assist in the preparation of schedules of dilapidations, structural surveys and demolition projects and prepare reports as required.
For insurance purposes to assist with the valuations of Council owned properties, inspection of damage, and preparation of estimates for claims and negotiations on liability and cost of remedial work with insurance assessors.

To liaise with, and provide information to the Police where vandalism or other malicious damage has occurred.

To assist the Team Manager and Principal Surveyor (Compliance) undertake a programme of condition surveys. To contribute to the monitoring of service expenditure to ensure that it remains within budget.

To support the Team Manager, Buildings Management in liaising with client departments to identify solutions and to provide a high level of customer service. Provide technical advice to other Council officers as required.

To be aware of, and comply with, Financial Regulations, Standing Orders and Statutory Legislation insofar as these affect the work of the post holder and to disseminate advice as required. To maintain up to date knowledge of legislation relevant to building services, case law, practices and techniques and product developments and ensure that all work is in accordance with statutory and professional requirements.
